Building a sustainable community through Christian education

An investment proposal
Kluthuthu Christian College (KCC) is an independent not-for-profit College registered with the Queensland, Non-
State Schools Accreditation Board (NSSAB). The College is scheduled to open on 23 January 2023. The vision of the
College is to benefit the wider community, specifically targeting the Indigenous children and community of Napranum (situated south of Weipa) with a Christian values-based education.
Our Board member diversity has Aboriginal elders and traditional owners who believe in the benefits of a Christian
College for their community. The Board also has experienced educators who have the knowledge and skillset to establish a community school which will provide quality teaching and learning.

KCC is delighted that its vision for a school in Napranum aligns with a 10-year visionary plan for this community. This
plan was initiated in 2011 by the then Mayor and current Councillor Mr Roy Chevathen of the Napranum Aboriginal
Shire Council (NASC) and who is also the Deputy Chairman on the KCC Board. The economic development section of the plan included a key priority corporate goal to ‘‘Get our School Back” and was published in 2013. KCC is therefore excited to translate this historical vision into a reality. Since 5 November 2015 when Mr Mark and Doctor Avril Howard visited Weipa, there has been extensive consultation with the traditional elders, local community, and stakeholder engagement. With 100% support from Traditional Owners, Kluthuthu Christian College Ltd. proceeded to establish a Christian school in Napranum. There has been substantial progress made between 2016 – 2022.

Significant milestone achievements in 2021 include:
On 6 July 2021, the Napranum Aboriginal Shire Councillors and the Elders approved the land at 37 Wa Tyne Street, Napranum, for educational purposes. Subsequently KCC signed a Deed of Agreement for Lease with the NASC for a 30-year period and obtained an approved development plan permit. Although the COVID 19 pandemic stalled progress for two years, KCC is scheduled to open on 24 January 2023. This protracted history of consultation with the traditional elders and the NASC bears testament of ownership by the Napranum community.

KCC is modelled on a staged approach commencing with small classes in year 1, 2023. Student-teacher ratios have been calculated accordingly with a forecasted student growth each year to meet the needs of the community. Of benefit to the Napranum community is that KCC will seek to employ their resident and registered local teachers and teacher-aides alongside registered teachers from Queensland and interstate.
Stage 1 of the building program will commence through agreed upon donorship. The College, however, requires
$500,000.00 to sustain capital development and operational start-up costs in year 1, 2023. Government funding of
KCC will commence from July 2023 with subsequent recurrent quarterly funding throughout 2023 enabling financial
sustainability.

Kluthuthu Christian College is therefore seeking the support of investors through a loan agreement and / or seed
funding to assist with the initial start-up costs of $500,000.00. Other avenues to support KCC include a one-off or ongoing donation towards capital works which is fully tax deductible.

Kluthuthu Christian College enjoys a huge level of support from Non-State Schools Accreditation Board (NSSAB) and Independent Schools Queensland (ISQ). We trust that you would consider our proposal for an independent College in Napranum by investing through one of the financial support options listed here.
